The Football Governance Act 2025 gave English football a statutory regulator, and 116 clubs a licensing regime. Most of those clubs have no compliance function and no budget for one. Fit & Proper exists for them.

Who does the work

Fit & Proper was founded by two specialists in UK legal and regulatory compliance, one of them a lawyer. Between them they have spent their careers on the work this regime asks for: licensing applications, ownership and control analysis, governance frameworks, and reporting to statutory regulators, in financial services, healthcare and other regulated sectors. Both are football obsessives. The IFR's regime is, in substance, the regulation they have worked under for years, now applied to the game they follow.

One thing no adviser can claim: nobody anywhere has yet taken a club through an IFR licence, because the first have not been granted. We would rather say that plainly than imply otherwise. It is also why the assessment is a fixed fee: trying us costs a known amount.

The work is done by the people you meet. We do not subcontract the substantive work, and we take on the number of clubs we can serve properly.

Why we built our own platform

A consultancy that sells only documents leaves its clients with a folder that starts going stale on the day it is delivered. The IFR's rules set a permanent reporting calendar, the regulator will revise its specifications, and a club's ownership and evidence position changes through the year. So we encoded the Act and the IFR's rules as structured data and built Schedule Five on top: the assessment we deliver is the same one the platform keeps current afterwards. When a rule changes, the platform gains a new version of the rules and every affected club sees what moved. A bound report cannot do that.

One more thing worth saying. Every number and date on this site carries its source in the Act or the IFR's published rules, there are no invented testimonials, and we do not give legal advice. If a question needs a lawyer's opinion, we will tell you so.
